Luke represents community associations in Maryland and the District of Columbia. He advises clients on their powers and responsibilities under their governing documents and federal and state law. He helps his clients make maximum use of their legal remedies to collect unpaid assessments from delinquent owners.
In addition, he helps community associations navigate the traditional challenges they face, such as maintenance and repair projects, covenants enforcement actions, and Fair Housing Act claims, as well as emerging challenges, such as new legal requirements for cash reserve funding, Building Energy Performance Standards (BEPS), and the increasing demand from community members for electronic vehicle charging stations.
Luke has successfully defended community associations from lawsuits brought by their own members. He advises clients on interpreting, amending, and drafting legal documents such as Declarations, Bylaws, and policy resolutions, as well as negotiating loan documents and vendor contracts.
