Traci R. Scudder is an experienced land use and zoning attorney representing developers, businesses and homeowners through all aspects of the land development process. She also handles post-development issues such as site plan amendments, zoning interpretations and zoning administrator appeals. Ms. Scudder works on large-scale mixed-use projects, retail shopping centers, multi-family developments, single-family and duplex residential communities, church projects, private school campuses and an array of other projects. She also performs due diligence analyses on individual properties as well as on large portfolios of assets for potential buyers. In connection with the due diligence work, she obtains zoning compliance letters required by lenders.
Ms. Scudder successfully represents clients before various administrative boards and commissions, elected and appointed bodies, including the Prince George’s County Council, the Maryland-National Capital Park & Planning Commission Planning Board, the Prince George’s County Historic Preservation Commission, and the Prince George’s County Board of Appeals. Ms. Scudder’s practice expands beyond Prince George’s County to many of the surrounding jurisdictions.
Ms. Scudder counsels client regarding the subdivision and site plan approval processes, to include zoning map amendments (rezoning), special exceptions, subdivisions, detailed site plans, master/sector plans and sectional map amendments, variances, departures from design standards and parking and loading standards; nonconforming use certifications, water and sewer category changes; building/use and occupancy permit issues; and defense of zoning violations. Ms. Scudder’s work also includes experience in transit-oriented development, affordable housing and historic preservation.
Ms. Scudder represents a wide array of clients, including property management companies, real estate investment trusts, mixed-use developers/builders, retailers, commercial landowners, and nonprofit institutions and organizations, restaurants and other retail establishments. She routinely analyzes engineering and architectural plans for compliance with zoning requirements. Ms. Scudder also prepares zoning opinion letters, easements, covenants, deeds and handles lot line adjustment and consolidation matters.
Ms. Scudder holds a bachelor’s degree in communications, a master’s degree in communications, and a J.D. all from the University of Tennessee, Knoxville. She is a life-long Tennessee Vols fan, and resides in Prince George’s County, Maryland. Ms. Scudder is a member of the Maryland National Capital Building Industry Association.
